Abstract

Definitions and history of cosmopolitanism can be traced back as far as political philosophy. Cosmopolitanism can be traced back to Cynics of ancient Greece between the 4th to 5th centuries BC. The term ‘cosmopolitanism’, which was invented in ancient Greece, still has been universally applicable today. Cosmopolitanism is a subject that a wide variety of philosophers and politicians from the countries including the United States, Germany and France in Europe, and Korea have discussed. Above all, we are living in a world like a global village where common knowledge of the world is created with active exchanges of ethno-national, religious traditions being promoted, and where the spirit is evoked to acknowledge differences of others, and the conversion of a unilateral point of view into a cosmopolitan insight is required more than ever. A cosmopolitan point of view means that we should respect the dignity of cultural others along with each individual’s understanding of the survival. For this point, cosmopolitanism dates back to a great idea of European Modernity, which outstrips what has been historically worn out such as Tribalism, Communism, Socialism, and Neoliberalism. Habermas stresses the founding of a united European nation in which a variety of citizens participate to pursue coexistence as a universal principle, based on self- understanding of republican, constitutional patriotism. A constitutional patriotism that is implicitly premised on rational agreements by communicative actions is a critical basis for creation of a new cosmopolitan order. In his essay 『Perpetual Peace』, Kant argues that international law should be transformed into cosmopolitan right because a cosmopolitan right represents the legal relations among people who can be regarded as citizens of a universal human nation whereas a conventional international law is related to interrelations among sovereign nation-states. Habermas observes that the classical international legal order, suggested by Kant 200 years ago, implies the possibilities of being transformed into a cosmopolitan legal order. Kant insisted that members of the cosmopolitan legal order be constitutional republics. Therefore, the origins and definitions of cosmopolitanism, cosmopolitanism and constitutional patriotism, cosmopolitan right, a political world order and cosmopolitan right, world policies without a global government, and a cosmopolitan status will be investigated in this study.
