초록

The main purpose of this paper is to analyze and interpret the basic drivers of Russian foreign policy since 1998, with the emphasis on the Russian power elite’s foreign policy perception by emphasizing the historical factors at work since the 16th century up to the end of the Cold War in 1991. In this paper, the authors argue that the Russian power elite’s perception of the outside world was shaped critically on the one part by the standing experience of the formation of the Russian state of Muscovy in the 15th century (1500-1917), the Soviet empire (1917-1991), and then its post-Soviet experience (1991-) whose external environment betrayed the expectation promised during 1987-1991 by the U.S. and West. In this aftermath, the authors contend that Putin and his entourage are coming to terms with a new modus operandi and vivendi in its international policy, which the West is failing to grasp.
