Purposes of this study are to search the utilization of university libraries as a space for creating and sharing of culture and art, and to present the development plan of university libraries as a cultural content hub. This study also examines the possibility of qualitative change of university library, and its development as a cultural complex by connecting with cultures, which means that library has to be changed from traditional roles.
