The purpose of this study is a proposal to local content of arts and culture based on the characteristics of Kkoktugakshi Nori. This study focuses on Gupapal Kkoktukaksi Nori among various Kkoktukaksi Noris. An intriguing aspect of Gupabal Kkoktukaksi Nori is that Hong Dong-ji's death was an execution by beheading. .It also maximizes the structural contradiction of class society, performancesfor pure enjoyment. In order to develop Local Contents of Arts and Culture, the study result proposes three measures. First, It is necessary to develop a creative Kkoktukaksi Nori for adults only. Second, broaden the category by connecting with various art contents. Third, new videos are needed by using an online platform with high accessibility.
