한정된 자원매장량에도 불구하고 산업화에 따른 대량 생산-소비-폐기의 경제구조 정착과 개발도상국의 산업생산 확대 등으로 자원의 소비가 급속히 증가되고 있다. 특히, 주요 금속자원 매장국의 자원 민족주의 및 무기화로 인해 자원수급 불안정이 심화되는 가운데 대부분의 자원을 해외수입에 의존하고 있는 우리나라는 향후 금속자원 확보에 어려움을 겪을 것으로 예상된다. 이에 범국가적 차원에서 자원관리체계를 구축하기 위한 방향성을 제시할 필요가 있다. 이를 위해서는 우선 자원흐름 全단계에서의 투입 및 산출 현황과 문제점을 파악하는 것이 우선 되어야 할 것이다. 이에 본 논문에서는 주요 선진국의 자원관리정책에 대한 검토를 통해 우리나라의 금속별 자원 全과정에 걸친 물질흐름통계구축 현황 및 최근 구축한 국가통합자원관리시스템을 소개하고 향후 방향성을 제시하였다.
Abstract
The resources consumption has rapidly been increased by the economic structure of the mass production-consumption-destruction and the expansion of industrial products of developing countries in spite of highly limited resource deposits. Especially, the Republic of Korea importing most resources from abroad is expected to be in trouble with securing metal mineral resources due to the resource nationalism. An appropriate strategy was needed for sustainable resource acquisition under this circumstance. This paper thus presents the systematic resources management system constructed to comply with this unsecure resource supply. This statistics system was built based on the life-cycle flow analyses of metals including material input and output.
