금년 4월 중소 광산업체에 대한 탄소중립 대응 실태조사 결과 조사기업의 90%는 탄소중립의 필요성은 인식하고 있으나, 체계적인 대응이 제대로 이루어지지 않은 것으로 확인되어 탄소중립 실현을 위한 정책적 지원이 시급해보인다. 대다수가 중소기업인 광산업체의 경우 주요 공종이 총 배출량의 84.6%를 차지하고 있어서, 탄소감축을 위해서는 공정과 설비개선이 수반되어야 한다. 정부통계에 따르면, 탄소다배출 중소기업은 업종별로 배출 원인이 상이하고, 기업수도 많아 온실가스 감축 ․ 관리가 쉽지 않으므로 사업장별 맞춤식 감축 방안을 마련해야 한다. 본 고에서는 온실가스 감축과 관련한 광업계와 시멘트업계의 차이를 비교분석하고, 유관기업들의 사례와 정부의 탄소중립 지원정책을 살펴봄으로써, 국내 중소 광업계가 탄소중립을 위해 나아갈 방향을 제시하고자 하였다.
Abstract
According to a survey of small- and medium-sized mining companies, 90% of the surveyed companies recognized the necessity of carbon neutrality. However, systematic mitigations have not yet been introduced; therefore, policy support for activation is urgently required. In mining companies, major industrial processes account for 84.6% of their total emissions, so improvements in their processes and facilities should be implemented to reduce carbon emissions. According to government statistics, the carbon-emitting factors of small- and medium-sized enterprises are complicated by industry, and reducing and managing greenhouse gases are challenging because of the large number of companies; therefore, customized reduction measures for each company should be prepared. In this study, we compared and analyzed the differences between the mining and cement industries related to greenhouse gas reduction and examined the cases of related companies and the governmental carbon-neutral support policy to suggest a direction for the domestic small- and medium-sized mining industry to move toward carbon-neutrality.
