광해 · 광업 분야 국제표준(ISO)과 한국산업표준(KS) 제정 현황 비교 및 제언

국제표준화기구(ISO)의 표준 분류 체계인 ICS에 따르면 ICS 73이 광업 및 광물 분야에 해당한다. 이중 광업 분야는 TC(기술위원회) 82에 해당하며, 세부적으로 광업, 광해 및 광업자동화 분야 국제표준은 TC 82, TC 82/SC 7, 그리고 TC 82/SC 8에서 각각 개발, 운영하고 있다. 이들 TC 및 SC의 활동 상황과 함께 광업분야 국가표준(KS E)의 현황과 개발 상황을 분석하였다. 특히, TC 82의 국제표준과 KS E 표준의 유사성과 부합화 방향을 검토하였다. TC 82가 2014년 활동을 재개한 이후 발간된 표준 중 안전관리 관련 표준들은 안전 강화 정책에 대응하기 위하여 부합화될 필요가 있으며, 광물 분석법에서도 ISO 부합화가 필요한 표준들이 다수 조사되었다. 광해 분야에서도 폐광 대응에 대한 국제표준이 최근 제정되어 석탄공사 폐광에 따른 대책에 활용할 수 있다.
Abstract
Within the system of International Classification of Standards (ICS), the specific standard ICS 73 encompasses the domains of mining and minerals. Mining, in turn, falls under the purview of Technical Committee (TC) 82. Specifically, international standards covering the areas of mining, mine reclamation, and mining automation are developed and operated by TC 82, TC 82/sub-committee (SC) 7, and TC 82/SC 8, respectively. Herein, the activities of this TC and its SCs, as well as those related to mining under the purview of the Korean Standards (KS) were analyzed. In particular, the similarities and possible conformities between the standards of TC 82 and KS were reviewed. Among the standards published after the reactivation of TC 82 in 2014, those related to safety management should be applied to KS; furthermore, the standards under KS for mineral analysis need to conform to the international standards. A standard for mine closure management was published recently, which could be utilized as a guideline for closing coal mines operated by the Korea Coal Corporation.
