인천권역 물류 인프라 기반의 복합운송(Multi-Modal) 활성화 방안에 관한 연구

Abstract

This study examines strategies for promoting multi-modal transportation based on logistics infrastructure in the Incheon area, a core hub of Korea’s international logistics network. The research highlights the growing importance of multi-modal systems such as Sea&Air and Sea&Rail in response to global supply chain uncertainties, rising sustainability demands, and the need for resilient logistics. Incheon’s competitive advantage lies in its integrated infrastructure, including Incheon Port, Incheon International Airport, free economic zones, and hinterland road networks. A comprehensive analysis was conducted through literature review, statistical data, and case studies of export practices, with a focus on the used car export sector. Findings demonstrate that Sea&Air services have achieved double-digit annual growth, while Sea&Rail operations offer cost reductions and risk diversification, particularly in emerging markets across Central Asia. The study also identifies challenges such as modal imbalance, concentration on specific trade routes, and insufficient policy coordination. Practical implications include the need for specialized infrastructure expansion, digitalization, and enhanced customs collaboration to foster efficiency and reliability. The research contributes to logistics scholarship by extending the scope of Korean multi-modal transport studies beyond Sea&Air to Sea&Rail, and by providing actionable insights for policymakers, port authorities, and logistics firms. Ultimately, the Incheon area has the potential to evolve into a leading multi-modal hub in Northeast Asia by combining infrastructure investment, industrial clustering, and institutional support.
