공공사업과 관련한 갈등관리의 경험이 절대적으로 부족한 현실에서 최근 서울시가 청계천 복원사업을 추진하는 과정에서 보여준 갈등관리사례는 우리 사회에 시사하는 바가 크다. 청계천 복원 사업은 서울의 본 모습을 찾아준다는 역사적 측면, 친환경적 도시를 조성하는 환경적 측면, 낙후된 지역을 발전시켜 균형 잡힌 도시를 만드는 도시개발 측면, 문화자원을 발굴하고 시민이 즐겨 찾을 수 있는 공간을 창출하는 문화적 측면, 경제적인 편익을 창출하는 경제적 측면 등에서 복원의 타당성이 인정되었다. 본 논문은 최근 대표적인 지방자치단체의 도시개발사례라고 할 수 있는 서울시의 청계천복원사업의 심층분석을 통해 대규모 공공사업에 있어 바람직한 갈등관리 방향을 모색하고 정책적 시사점을 얻고자 하는 데 그 목적이 있다. 이에 본 연구에서는 2002년 6월부터 사업이 성공적으로 착수될 수 있었던 2003년 7월 1일까지 청계천 복원사업과 관련된 갈등관리과정을 밝히고 성공요인을 분석하여, 향후 사회 각 분야의 다양한 갈등에 대한 새로운 해결책을 모색해 보고자 하였다. 본 연구에서는 성공적 착공의 세 가지 요인으로 공공사업을 둘러싼 사업의 명분 확보, 시장의 강력한 리더십, 서울시와 이해관계자의 실질적 협상과정으로 보고 있다. 이명박 시장은 시민 대부분이 동의하는 사업이라는 대의명분을 갖고 특유의 강력한 리더십을 발휘함과 동시에 청계천추진본부, 청계천복원시민위원회, 청계천복원지원연구단 등 삼각체계 거버넌스를 효과적으로 활용해 독단적 사업추진을 방지하였다. 협상 과정에서는 시민위원회와 추진본부 공무원들은 상인대표와 지속적으로 만나 합의안을 도출한 한편 서울시는 이 합의를 기초로 관련대책을 마련함으로써 극단적 갈등 상황으로의 확대를 효과적으로 방지할 수 있었다. 본 연구의 정책적 시사점으로는 정치적 비전 제시, 시민참여와 시민의사 수렴, 실효성 있는 대책 마련, 단체장의 리더십을 들고 있다.
Abstract
The Cheonggye Stream Restoration Project was pushed forward by the trilogy of Seoul metropolitan Government. The restoration project is not just a sort of urban planning project but a greatest task in which the entire nation is interested as a symbolic project to revive the historical and natural heritage of Seoul in the early 21st century. When the project was successfully completed in October 1, 2005, the capital city, Seoul was more likely to turn into a city friendly to both environment and people. However, the initiation and implementation of the project has caused a variety of conflicts such as local traffic jam and local market downturn. This mega-scale three year restoration project needed governmental management strategies related to the social conflicts it had caused. The research focuses on how the project was successfully implemented and identifies the three keys to the success: i) the project has many splendored things, from economic benefits and environmental friendliness to safety reasons and cultural justification, ii) the strong leadership of the mayor, and iii) the effective negotiation process engined by the Citizen's Committee and the government officials. As the policy implications, the research points out i) the importance of the political vision of the project, ii) public participation, iii) the preparation of action plans, and iv) the strong leadership.
