환경부는 현재 지방정부의 기후변화대책을 지원하기 위해 다양한 제도적 장치들을 마련해나가고 있다. 그렇지만 환경부가 지자체의 온실가스 배출전망과 관련된 계획권을 확보하지 못한 채 지침을 발표함으로써 지역의 기후변화계획이 통일성 없이 무분별하게 수립되고 있는 상황이다. 이에 본 논문에서는 국내외 지방정부의 온실가스 전망 방법론을 검토한 뒤, 영국의 기후변화위원회가 제시한 국가 전망치의 지역할당방식을 적용해 추정한 결과를 지자체의 기존 전망치와 비교함으로써 정책적 함의를 도출하고 있다. 연구 결과 지자체의 기존 온실가스 배출전망치는 지역할당방식을 적용했을 때의 2020년 추정치와 중단기적으로 5%에서 20% 정도의 차이를 보이는 것으로 나타났다. 또한 본 논문에서는 온실가스 배출량을 부문별, 원단위별로 제시함으로써 지역 간 비교를 통해 정책적 함의를 구체화시키고 있다. 결론적으로는 영국 기후변화위원회의 지역할당방식이 일관성을 높이는 단기적인 대안이 될 수 있으며, 중앙정부가 현상유지 시나리오를 수립한 뒤 지방정부가 저감시나리오를 설정하는 방식의 역할분담이 필요함을 제안하고 있다.
Abstract
Greenhouse gas (GHG) emissions projections are essential components of climate action plan for local governments. The method of forecasting, however, is inconsistent among local governments and thus it is not easy to compare the results. This paper investigates the GHG projections methods of local governments and considers the disaggregation method proposed by the United Kingdom Committee on Climate Change (CCC) as a potential alternative. We disaggregate the energy demand projections of the Korea Energy Economics Institute applying the CCC’s approach and calculate the GHG emissions of the local governments by the year 2030. We present the emissions profiles by sector and calculate the emissions intensity, per capita emissions, and the emissions per land area. The estimates of this paper are comparable to the results of the literature on emissions projections of the local governments. The near-term estimates for the Seoul Metropolitan Government are similar to the literature (within about 5%). The estimates for the other local governments, however, differ from the literature by about 20%. We propose the disaggregation method as a potential (near-term) method of emissions projections for local governments in that it resolves the current inconsistency problem. It would be a good approach to split the roles of governments into two parts: the central government calculates the business-as-usual (BAU) emissions projections and the local governments derive the mitigation scenarios using the reference emissions projections and their own mitigation potentials.
