서울시 조선족 밀집지 간 특성 분석과 정책적 함의

조선족(한국계 중국인)은 한국에 거주하는 최대 외국인 집단으로, 상당수가 서울에 거처를 두고 조선족 밀집지를 형성하고 있다. 서울 서남권에 집중된 이들 밀집지는 우범지역으로 인식되는 등 부정적측면에서 바라보는 경향이 있다. 그러나 최근 양꼬치거리의 부각 등 일부 조선족 밀집지의 성격변화가 나타나고 있다. 본 연구에서는 이러한 차이에 집중하여 초기 조선족 중심 밀집지인 구로구 가리봉동과 조선족 관련 상업시설이 가장 많이 밀집한 영등포구 대림2동, 그리고 조선족 양꼬치 거리가 형성된 광진구 자양4동을 중심으로 각 조선족 밀집지 간 특성을 비교 분석하였다. 그 결과 조선족 밀집지의 입지 원인, 밀집지 내 조선족 대상 상업시설의 운영주체 및 개업에 필요한 자본의 형성과정, 조선족 밀집지에서의 부동산 가치 상승 등의 특성이 공통적인 것으로 확인되었다. 이는 조선족 밀집지가 조성된 도심 내 쇠퇴지역에서 조선족에 의한 지역재생의 가능성이 존재함을 보이는 특성이다. 반면에, 조선족 인구의 밀도, 주거지 분포패턴 및 주거의 질, 조선족 중심 상업시설의 업종구성 비율, 상업시설의 성장 시기 및 규모, 한국인 고객의 비중, 조선족 상인들의 경쟁의식 등에서 특징적인 차이가 관찰되었다. 이러한 특성차이는 현재 각 조선족 밀집지의 현황을 파악하고, 공통적인 특성으로부터 발견할 수 있는 조선족 밀집지의 가능성이 어떻게 발현되거나 그렇지 못한지를 유추할 수 있게 한다. 따라서 이러한 분석은 서울의 조선족 밀집지에 대한 긍정적인 방향으로의 도시계획적 대안을 도출하는데 유용한 시사점을 제공한다.
Abstract
This research aims to analyse the difference of characteristics among Korean-Chinese ethnic clusters. Distinct characteristics are shown to vary in major clusters such as Garibong-dong (Guro), Derim-dong(Yeongdeungpo) and Jayang-dong(Gwangjin). In order to understand the spatial features of residents, various academic approach were taken such as literature review, GIS analysis and in-depth interview. Three districts have different patterns in population density, and residential distribution and quality of Korean-Chinese. In addition, it is noteworthily found in commercial traits that each cluster has contrasting growth rate and spatial distribution of (Korean-Chinese cultural) retail shops and ratio of Korean customers to other. However, all of these clusters are shown to follow almost similar process in formation of residential settlement and development of multi-cultural retail shops. Moreover, Korean-Chinese small business owners have a role of maintaining unique cultural environments in each community. These findings suggest perspective of transition on ethnic clusters in Seoul and implications on how urban planning policy can deal with multi-cultural community.
