서울시 자치구별 생활환경의 질에 관한 비교분석

A Study on the Inter-Jurisdictional Quality of Life Differentials: The Case of Seoul

초록

주성분 분석을 이용하여 서울시 자치구별 생활환경의 질을 추계하였으며 이에 대한 비교분석이 수행되었다. 생활환경의 질에 영향을 주는 요인들로 시세 및 구세 수입액, 대기업 수 및 대기업 종업원수, 자치구의 공유재산액, 인구밀도 등이 고려되었다. 주성분 분석의 결과 구한 생활환경의 질에 따라 자치구별 순위를 매기는 경우 2002년 및 1998년의 순위상관계수는 0.94로서 상당히 높게 나타났으며 어느 한 요인이 압도하여 순위가 높거나 낮은 경우는 없는 것으로 나타났다. 이는 주성분분석에 의해 생활환경의 질을 추계한 결과는 강건성 및 안정성이 보장된다는 것을 나타낸다. 자치구별 생활환경의 질의 분포는 꼬리가 오른쪽으로 치우진 분포형태를 가지는 것으로 나타났다. 이는 단순 평균치에 미달하는 자치구의 수가 평균치를 넘는 자치구의 수보다 압도적으로 많다는 것을 의미한다. 자치구별 생활환경의 질의 차이는 극심한 것으로 나타났다. 순위가 중간에 해당하는 자치구가 순위가 1인 자치구를 따라잡기 위해서는 시세, 구세 및 공유재산 등과 같은 지표들이 현재보다 2~3배 정도 증가해야 하는 것으로 나타났다. 지방공공재를 공급하는 원천인 자치구별 재정력의 격차가 생활환경의 질의 차이 및 그 격차해소의 주요 걸림돌이 될 수 있으므로 각 본청의 재원을 자치구별로 배분하는데 있어서 생활환경의 질의 차이를 적절하게 고려하는 방향으로의 제도개선이 필요하다.

Abstract

By using the principal component analysis, quality of life indices, QLI, for autonomous districts, Gu, of Seoul have been estimated. Factors affecting QLI are found to be local tax revenues, number and size of large firms, values of local public properties and population densities. If the ranks of autonomous districts are assigned in accordance with the QLI, the coefficient of rank correlation is calculated as 0.94 for both years of 1998 and 2002. This implies that QLI’s are robust and stable. Also, the distribution of QLI is found to be skewed to the right. This implies that the number of autonomous districts, the QLI of which are less than the average, surpasses 50% of the total number of autonomous districts. QLI differentials are found to be extremely large. In order to change the rank from 13th, which is about the middle, to the 1st, local tax revenues and values of local public properties should be increased by 2~3 times. Since the power of local pulic finance is the major determinant of QLI, the inter-governmental resource allocation mechanism is suggested to be modified in order to consider the QLI differentials.
