수도권지역의 시가화 확산 결정요인 분석

Determinants of Urban Sprawl in Seoul Metropolitan Region

초록

수도권의 시가화 요인을 밝히는 노력은 도시문제를 해결하는 가장 기본적인 과정이라고 할 수 있다. 이러한 배경 하에 본 논문은 지난 1990년에서부터 2000년도까지 수도권의 시가화가 어떻게 진행되어 왔으며 그 특징이 무엇인지를 규명하고자 하였다. 공간적 범위는 전체 27개시와 6개 군 중에서 분석이 가능한 22개 시와 4개 군을 대상으로 하였으며, 시간적 범위는 1990년도부터 2000년까지로 설정하였다. 연구방법은 문헌고찰과 실증분석을 병행하여 실시하였으며, 실증분석은 회귀분석과 요인분석을 병행하여 실시하였다. 분석결과는 다음과 같다. 첫째, 1990년도에는 시가화지역 확산을 설명하는 요인은 도시산업화 요인이 유일하였으나, 2000년도에는 토지이용요인이 추가되었다. 즉, 1990년도에는 서울외곽지역으로 인구 및 주택수가 증가하는 거주 교외화와 산업시설의 증가로 인한 고용교외화가 시가화지역 확산의 가장 큰 요인인 것으로 판단된다. 둘째, 2000년도에는 이러한 요인 이외에 개발제한구역, 준농림지역, 가용토지면적, 농지 및 임야면적 등이 시가화지역의 확산에 상당한 영향을 미치는 것으로 판단된다. 따라서 선행연구에서 제시한 수도권 시가화 확산모형은 물리적 요인, 사회·경제적 요인, 규제적 요인으로 구성하였으나 1990년의 수도권 시가화에 영향을 미치는 요인으로는 도시화 및 산업화 요인이 영향을 미친 것으로 나타난 반면, 2000년도의 수도권 시가화 확산요인으로는 도시화 및 산업화 요인과 토지이용요인이 영향을 미친 것으로 판단된다.

Abstract

1970s, the concentration of societal and economic sectors in the Capital region has been accelerated and resulted in rapid changes in the spatial and physical environment. In 1980s, the urbanization process of the Capital region including Seoul was decentralized rapidly as its growth potentials produced the synergy effects with the policies related to the Capital region, the construction of new cities, the development of traffic facilities, and the change of societal and economic structure. This situation made Seoul and the Capital region be developed as a new urban form, the Metropolitan area, which has strengthened the cities. The main purpose of this study is to evaluate the specific cause of urbanization in Seoul metropolitan area to interpret past trends accurately and to predict future trends properly. To accomplish the purpose cross section data of 24 cities and 4 counties during 1990-2000 has been computed in terms of factor analysis and regression analysis has been performed to measure the relative impact of each factor.
