본 연구의 목적은 우리나라 고등교육의 국제화 과정에서 나타난 교육 허브 조성 현황과 현재 나타나고 있는 관련쟁점들을 분석함으로써 향후 고등교육 허브 관련 정책에 시사점을 얻고자 하는 것이다. 이를 위하여 우리나라의교육 허브 조성 과정을 교육허브 정책의 발표 및 시행, 정책 추진 배경, 추진목표와 초점, 추진전략으로써의 국가정책, 핵심부처 및 추진 주체, 그리고 쟁점 및 과제 등으로 나누어 살펴보았다. 우리나라의 고등교육허브인 인천글로벌캠퍼스는 인천경제자유구역 안에 조성되었으며, 지난 2008년에 송도글로벌대학캠퍼스 조성방안이 수립된 이후 2012년과2014년에 걸쳐 4개의 외국 대학이 개교를 하였다. 교육허브는 일차적으로 경제적 목적과 교육과 훈련, 국제파트너십창출을 위한 지역적 영향력 확대라는 목적을 가지고 추진되었으며, 현재는 1단계 계획을 완성하고 2단계 계획을추진하고 있다. 이와 관련한 쟁점 및 과제로는 학생 수의 부족과 다양한 배경의 학생 유치의 어려움, 교육의 질보장 및 인증과 관련한 문제 등이다. 본 연구는 교육의 질 제고를 위한 노력과 우수학생 유치를 위한 적극적인 홍보실시, 국내외의 인증기관들로부터의 인증획득 등 질 보장을 위한 정책 마련 등을 제언하였다.
Abstract
The purposes of this study were to contribute to an understanding of a recent phenomenon in the landscape of higher education hub, to examine the current situation and related issues in developing education hub in Korea, and to discuss the implications for future policy and practice related to education hub. To accomplish these purposes, we divided the process of establishing education hub in Korea into several major parts: announcement and implementation, background, objectives and focus, strategies (national plan/policies), key policy actors, and issues and challenges. The higher education hub in Korea, Incheon Global Campus, is located in the Incheon Free Economic Zone and has attracted four prestigious foreign universities from 2012 to 2014. Established to vitalize economy, promote education and training, develop a global partnership and expand regional influence, Incheon Global Campus has completed its first stage of development and is carrying out a second stage plan. The major challenges it has been facing are a shortage of students, a lack of diversity in the student population, and problems of quality assurance and accreditation. To resolve the above issues, this study suggested that Incheon Global Campus should improve the quality of education, actively publicize to recruit top talent and introduce policies to enhance quality assurance.
