Abstract

The purpose of this study is to investigate the role of local governments in education that promotes the participation of local people through educational governance through a case study. Local governments 'involvement in education has been extended throughout school education and lifelong education. This case study analyzed the educational governance cases of Busan Saha-gu as a successful case that met local residents' needs and demand through governance. In the case of Saha-gu which the city selected as an excellent international education city, it focused on the process of educational governance and analyzed the governance of local governments and stakeholders in support of building the structure of education administration and legal system. As a result of the analysis, Saha-gu has been developing a legal and financial support system for the participation of parents, school stakeholders, local communities and local residents in the decision making process. The success factors of the educational governance of Saha-gu include the leadership of the local government who lead the active participation of the residents, the role of the public officials as the direct and indirect riches to the local community and the local government's participation mechanism It gives implications for governance.
