본 논문은 국가기술자격의 관할영역에 대한 원칙을 설정하는 연구로써 국가기술자격으로 운영할 자 격에 대한 기준 설정을 목적으로 한다. 연구의 목적을 달성하기 위해 국가와 민간의 역할 분담, 델파이 조사를 통하여 국가기술자격의 관할영 역 설정방향 등을 살펴보았다. 연구방법으로는 문헌 연구, 델파이 조사, 전문가 협의회, 면담조사 등의 방 법을 활용하였다. 연구를 통해 제시된 국가기술자격에 대한 관할영 역 기준(안)은 5가지이다. 첫째, 사회질서에 반하거나 선량한 풍속을 해할 우려가 있는 분야, 둘째, 국민의 생명․건강․안전에 직결되거나 고도의 윤리성이 요구되 는 분야, 셋째, 국가적으로 인력양성이 필요한 분야 로 민간차원에서 접근이 어렵거나 국가가 담당할 필 요가 있는 분야, 넷째, 전통문화 자원의 유지보수에 필요한 분야이나 민간참여가 어려운 분야, 다섯째, 국가 간 관계에서 자국의 이익이 보호되어야 하는 분야이다. 또한 5가지 기준에 대한 구체적 세부기준 도 제시하였다.
Abstract
and aimed at developing criteria on requirements of the qualification that will be managed as the national technical qualification. In order to achieve the objective of the study, we examined the directions of setting the Jurisdiction of national technical qualification through role assignment between the state and private sectors. Also, we reviewed related documents, conducted Delphi survey, consulted the expert group and had an interview session for this study. There are five criteria of the jurisdiction of NTQ presented as follows. First is the field which disturbs social orders or has possibility of harming the good public morals; second, the field that requires high standards of ethics or is directly linked to life, health and safety of the public; third, the field which requires national attention for training of manpower as it is an area that is difficult for private sector to approach or it requires national management; fourth, the field which requires repair or maintenance of resources of traditional culture but is difficult for the private sector to have an access to and fifth, the field where it needs to protect the interest of the nation in the inter-nation relationships. The concrete and detailed standard on the five criteria is also presented in the study.
