한국, 미국, 호주의 공학기술교육인증 평가체제 및 평가기준 비교

2010년 평가를 시작한 한국의 공학기술인증평가는 시작단계로서 아직 그 성과를 논의하기는 어려운 시점이지만, 성과중심, 수요자 중심, 지속적 개선 시스템의 운영을 강조하는 인증 평가가 안정적으로 자리매김 된다면 전문대학 공학교육의 질 개선에 바람직한 변화를 유도할 수 있을 것이다. 본 연구는 한국과 공학기술교육인증의 역사가 비교적 오래된 미국, 호주의 평가체계, 인증기준, 운영 사례를 비교 연구하였다. 연구결과 3국의 공학기술인증평가에서 유사점과 차이점을 확인할 수 있었다. 평가주체와 평가목적 그리고 평가절차에서는 커다란 차이가 없었으나, 평가위원의 구성과 평가에 따른 혜택 등에서 차이를 확인할 수 있었으며, 교육목표, 졸업생역량 제시 및 평가방법 등 평가기준에서도 3국간의 운영상의 차이가 확인되었다. 본 연구의 결과를 토대로 몇 가지 제언을 하면 다음과 같다. 첫째, 직업 세계에 준비된 졸업생들을 배출하고 프로그램의 지속적 개선을 도모한다는 공학기술인증의 취지에 맞게 운영하기 위해서는 졸업생 역량에 대한 보다 명확한 기준 제시가 필요하다. 이러한 작업에서 능력요소와 성취지표를 제시하고 있는 호주의 1단계 능력기준을 벤치마킹할 필요가 있다. 둘째, 졸업생 역량을 평가하는 방법에 있어서도 미국과 호주가 활용하고 있는 교과목 활용 평가(course-embedded evaluation)를 활용하는 방안을 검토해 볼 필요가 있다. 셋째, 인증유효기간을 조정하여 피평가기관의 시간과 노력을 감소하고, 프로그램이 폐지되는 상황에서 인증 프로그램 학생들을 보호할 수 있는 미국의 ‘종료’ 판정 제도의 도입을 검토할 필요가 있다. 넷째, 미국과 호주처럼 인증 프로그램의 졸업생이 실질적인 사회적 혜택을 받을 수 있도록 제도적인 지원을 하여 더 많은 전문대학이 인증을 통해서 교육의 질을 확보할 수 있는 방안을 강구할 필요가 있다. 다섯째 자체평가보고서의 효율적 작성을 위한 몇 가지 방안을 미국과 호주의 사례에서 참고할 수 있다.
Abstract
The accreditation review against engineering technological education just started in 2010. This study was conducted to get the significant implications for the accreditation of engineering technological education in Korea from the case of USA and Australia which have reviewed the engineering programs for long time. We can identify some differences between three countries. We suggested the three implications for ABEEK. First, ABEEEK needs to provide the definite graduates attributes to achieve. In that point, Stage 1 competency standard of Australia can be a good example which provide competency elements and indicators of attainment as well. Second, ABEEK needs to consult the course-embbeded evaluation for programs to check whether graduates achieve the graduates attributes. Third, ABEEK needs to benchmark the cases of USA and Australia to alleviate the paperwork load.
