우리나라의 자연환경에 대한 조사는 보호대상이 되어야 하는 유기체로서의 동식물을 대상으로 시작되었다. 이후 자연환경 조사의 대상은 지질, 지형과 같은 무기물을 조사하는 영역으로 확장되어 왔다. 이러한 조사들의 결과로 여러 종류의 자연보호구역이 설정되었다. 그러나 근대의 ‘자연기념물’ 개념에 따른 ‘문화재’로서의 자연경관 및 자연환경의 보호를 시도하는 문화재청과 보호지역의 중복 지정과 같은 문제들이 발생하게 되었다. 뿐만 아니라 육상환경은 환경부, 해양환경은 국토해양부로 나눠진 지정업무의 분장과 산림에 대한 관리는 다시 산림청의 업무가 되는 상황에 따라 혼선이 존재 하고 있다. 또한 자연환경의 조사를 위한 활동은 전문 인력의 부족과 같은 원인에 의해 제약을 받아왔다. 본 연구에서는 우리나라의 자연 환경조사 활동과 조사 결과에 따라 지정된 보호지역의 현황과 관련 법률들을 정리하고 문제점을 파악하며, 그 개선 방안을 제시하고자 한다.
Abstract
The investigation of natural environment by ministry of environment (ME) has been regarded as a part of selection procedure to find ‘Ecosystem and Landscape Conservation Area’ or other protection areas like, wetland and endangered species protection areas. At initial stage of the survey focused on wildlife, however investigation expanded to physical environments includes geologic figures, landforms and soil by the nature conservation law. The information on ecological value, natural characteristics, scenic values of specific area, found from the survey has been used to designate the protection area. These activities are the main role of ME since mid 1990’s. Before that time, endangered wildlife species and landscapes were protected by the cultural heritage administration (CHA). CHA’s activities are based on ‘Cultural Heritage Protection Act’ and they still can designate ‘natural monuments’, ‘scenic sites’ and ‘nature protection areas’. Some areas were designated as protection area by ME and CHA, separately. There’s also a conflict between ME and ministry of land, transport and marine affairs (MLTM) on management on protection area in coastal zone. In this study, the legislation and policies on environmental survey and protection area by different governmental agencies are investigated.
