Abstract
Mill's utilitarian moral theory is neither full act utilitarianism nor full rule utilitarianism. It is also neither full multi-level utilitarianism, nor pure sanction utilitarianism. Mill's utilitarianism accepts a multi-level decision-making theory, and also in terms of right-making theory, it is a theory of morality with a multi-level structure(basis-superstructure) which establishes utilitarianism as a moral theory on the foundation of utilitarianism as the theory of ‘Art of Life’. So combining the standard of the greatest happiness, namely the domain-general standard in ‘Art of Life’, and the standard of sanction suitability, namely the domain-specific standard of morality, Mill proposes ‘the greatest happiness-sanction act utilitarianism’ as the standard of morality. In this way, Mill’s utilitarianism as a moral theory is characterized by ‘multi-level the greatest happiness-sanction utilitarianism’. This ‘multi-level sanction act utilitarianism’ provides the most coherent and consistent interpretation of Mill's utilitarianism. In addition, by introducing the sanction's appropriateness standard as a moral standard, ‘multi-level sanction act utilitarianism’ serves to warn the maximal moralization trend of Benthamite utilitarianism, and to support ‘minimal morality’ to expand and protect the sphere of life free from sanctions.
