본 연구는 북한 수자원 현황에 대한 분석을 통해 남북 물 분야 정책 추진 실행력을 높일 수 있는 협력방안 및 전략을 제시하는데 목적이 있다. 북한 당국은 수자원의 사회･경제･환경적 관점에서 국가계획 수립을 도모하고 있으나, 국제사회에서의 고립과 심각한 경제난으로 인해 어려움을 겪고 있다. 또한, 수자원의 효율적인 이용 관리를 위한 중･장기계획의 부재로 안정적인 물 공급 및 자연재해에 취약하다. 남북 간 수자원 분야 협력은 북한이 겪고 있는 자연재해 예방 및 농업생산력 강화는 물론 향후 안정적이고 체계적인 물관리 통합을 위해 반드시 필요하다. 남과 북이 상호 호혜적인 사업을 시작으로 물의 효율적 이용･관리를 위한 협력사업을 수행해나가는 일은 자연재해 없는 통일 한반도에 시급한 과제가 될 것이다.
Abstract
The purpose of this study is to suggest cooperative measures and strategies that can enhance the execution capacity of inter-Korean water related policies. In the Republic of Korea(RoK), water is focused on sustainable conservation and use, whereas in the Democratic People's Republic of Korea(DPRK), water is focused on waste-free use and management. The government of DPRK is trying to establish a national plan from the socio-economic and environmental point of view of water resources, but it is experiencing difficulties due to isolation from the international community and serious economic difficulties. In addition, it is difficult to provide a stable water supply due to the absence of a mid to long-term plan for efficient use and management of water resources. Inter-Korean cooperation in the field of water resources is essential for preventing natural disaster that DPRK is experiencing and for strengthening agricultural productivity, as well as for stable and systematic integration of water management between the two Koreas in the future. Peace on the Korean Peninsula can happen sooner if both countries start to collaborate on carrying out mutually beneficial projects such as efficient use and management of water.
