의원내각제 전통을 가지고 있는 영국에서는 우리나라의 정부조직법과 같은 명문화된 법 이 없이 총리의 권한으로 매우 신축적인 정부 조직 개편이 이루어져 왔다. 권력의 균형과 정당의 역학구조 유지를 위한 총리의 정치적·상징적 개편일 뿐 아니라, 비용절감과 행정 능률성 향상, 급변하는 대·내외 행정수요에 대처하기 위한 실용적 노력의 산물이다. 우리나라의 정부 조직개편 방향도 예측하기 어렵고 신속한 정책결정을 필요로 하는 공공 문제를 해결하는 시스템을 구축하는데 있어야 한다. 변화와 안정을 꾀하는 조직, 언제 어디서나 정책결정 공간을 창출하는 조직, 중앙과 지방, 기업, 비영리조직이 공통된 목표 로 움직이는 조직, 현재와 미래를 연결하는 비전을 가진 조직, 친분이나 당적보다는 능력 위주의 장관 인선 등 영국의 정부 조직개편에서 나타나는 특징들은 새로운 한국의 정부 조직개편에 시사점을 주고 있다.
Abstract
The purpose of this study is to make policy recommendations on the future government reorganization in Korea by examining recent government reorganizations in the U.K. to build back better. In contrast to Korea, government reorganization has been flexible and resilient with no support from written laws in the U.K. parliamentary system. It is the product of the political and symbolic gesture of the prime minister to maintain the balance of power, respond to environmental change, and reduce costs in the administration. The recent U.K. government reorganization leaves many lessons for the next administration in Korea. We propose that the new Korean government build a governance system that tackles complex and unforeseen public problems that often require fast decisions. The new government should be resilient but stable to create policy decision spaces to accomplish common goals with relevant stakeholders.
