특수교육 전달 및 지원체계에서의 특수교육 코디네이터에 관한 국가 간 비교 연구

초록

본 연구는 국내외 특수교육 전달 및 지원체계 현황과 특수교육 코디네이터의 운영 등을조사･비교함으로써 시사점을 도출하고, 국내 특수교육 코디네이터 제도 도입에 필요한기초 자료를 제공하고자 한다. 이를 위해 국내외 정책, 법률, 선행연구 등을 분석하였고, 연구 결과는 다음과 같다. 한국은 ‘제6차 특수교육발전 5개년 계획’을 통해 학생 중심특수교육 지원체계 강화를 위해 특수교육지원센터의 역할 전문화와 특수교육 코디네이터의 운영을 계획하였다. 미국은 「장애인교육법」의 Part B와 C를 중심으로 영유아부터학령기에 이르는 특수교육 전달 및 지원체계를 운영하고, 지역 교육구의 필요와 정책에따라 특수교육 코디네이터 및 조기 중재 서비스 코디네이터가 배치･운영된다. 영국은「2014년 특수교육 필요 및 장애 규정」과 특수교육 필요 및 장애 실행 지침에서 0세부터25세까지의 지원을 다루고, 2023년 특수교육 개선 계획을 발표했다. 또한 모든 초･중학교에 특수교육 필요 코디네이터(SENCo)를 지정･운영한다. 일본은 「학교교육법」에 따라특별지원학교가 센터적 기능을 하며 특별지원교육 코디네이터가 교육, 복지, 의료 등의연계･조정과 학부모 및 교사 지원을 담당한다. 이상을 통해 우리나라 특수교육 코디네이터의 도입과 운영을 위해서는 학생 맞춤 지원을 위한 적합한 배치･운영 방안, 명확한역할 범위 설정, 특수교육지원센터와의 관계 정립 및 협력 방안 등을 모색하여야 한다.

Abstract

This study investigates and compares the status of special education delivery and support systems, and the operation of special education coordinators both domestically and internationally, to derive insights and provide foundational data for the introduction of a special education coordinator system in Korea. Through the analysis of domestic and international policies, laws, and prior research, the following findings were obtained: In Korea, the “6th Five-Year Plan for Special Education Development” aims to strengthen student-centered special education support systems through the specialization of roles at special education support centers and planned operations of special education coordinators. In the United States, the special education delivery and support systems extend from early childhood to school-age, centered around Part B and Part C of the “Individuals with Disabilities Education Act(IDEA),” with special education coordinators and early intervention service coordinators being placed and operated according to the needs and policies of local educational districts. In the United Kingdom, support for individuals from birth to 25 years old is governed by the “2014 Special Educational Needs and Disability Regulations” and operational guidelines. A special education improvement plan was announced in 2023. Additionally, every primary and secondary school is mandated to designate and operate a Special Educational Needs Coordinator (SENCo). In Japan, under the “School Education Law,” special support schools serve as centers, and special support education coordinators are responsible for coordinating education, welfare, medical services, and supporting parents and teachers. To introduce and operate the special education coordinator system in Korea, it is necessary to explore appropriate placement and operation plans for tailored student support, define clear role boundaries, and establish relationship and cooperation strategies with Special Education Support Centers.
