본 연구는 노인인구 비중과 노령화지수가 높은 서울시 ○○구 지역 사례연구를 통해 지 역 기반의 맞춤형 도서관 정책을 도출하고자 하였다. 초고령화 사회로의 전환에서 공공 도서관 노인 서비스의 사회적 포용성 강화 전략을 마련하는 데 중점을 두고 있다. 연구 방법은 지역사회기반참여연구의 기본 틀을 활용하여, 지역 현황조사, 설문조사, 초점집 단면접(FGI)을 진행하였다. 연구 결과의 주요 정책적 함의는 첫째, 고령자 집중 거주지역 임에도 낮은 도서관 이용률과 인지도, 둘째, 여가(취미 포함)와 건강 관련 프로그램에 대 한 높은 관심, 셋째, 도서관의 온라인 교육 프로그램에 대한 낮은 만족도, 넷째, 고령자 전용공간 및 편의시설 확충에 대한 요구 등으로 요약된다. 연구 결과에 기초하여, 고령자 의 유형별 특성을 고려한 맞춤형 프로그램 확대, 지역사회 연계･협력을 통한 도서관의 고령자 서비스의 범위 확대, 고령자 친화적 도서관 환경 및 인프라 확충, 아웃리치 서비 스 활성화 등을 ○○구 공공도서관의 노인 서비스 정책과제로 제안하였다.
Abstract
This study attempted to derive a region-based customized library policy through case studies in ○○-gu, Seoul, which has a high proportion of the elderly population and an aging index. In the transition to an ultra-aging society, the focus is on preparing strategies to strengthen social inclusion of senior services in public library. The research method used the basic framework of community-based participation research to conduct regional status analysis, surveys, and focus group interviews(FGI). The main policy implications of the study results are summarized as: first, low library utilization and awareness, second, high interest in leisure(including hobbies) and health-related programs, third, low satisfaction with the library's online education programs, and fourth, the demand for the expansion of spaces and convenience facilities dedicated to the elderly. Based on the results of the study, it was proposed to expand customized programs and services considering the characteristics of each elderly type, expand the elderly- friendly library environment and infrastructure, diversify library books and contents, and strengthen community connection and cooperation and library promotion as policy tasks for the ○○ District Public Library in Seoul.
