Abstract
Traditionally, the Russian military has been subordinated to the civilian(party) leadership. The absolute civilian control of military and military's non-involvement in politics have been well grounded as one of Russia's long-standing traditions. However, since the collapse of the Soviet Union, the civil-military relations have undergone many changes. The military's intervention in political process has dramatically increased and civilian control has been limited solely to the president. The real issue is the absence of institutionalized control over military. The parliament has lost its power to control military since 1996 and, as a result, the civilian control of military has not been properly implemented. In this context, the current civil-military relations are posing concerns regarding the democratization of Russia.
