초록
The Russian Arctic Area is becoming important with the economic development opportunities in the northern region. The Russian government has adopted a number of laws related to the Indigenous Minority Peoples in the Arctic Area. The fact suggests that the government recognizes their legitimate rights to their own territories and autonomy. The Russian laws on the issue aim to guarantee the rights of the peoples in the political, economic and socio-cultural aspects, but even after a long time since the legal basis was laid, there is still a lot of controversy and limitations like conflicts with other laws and lack of consistency before and after amendment. For example, these laws define the concept of ‘Indigenous small peoples’ or ‘Small ethnic minorities’ instead of the combined concept for the peoples. The two concepts need to be distinguished because there are various ethnic groups not only who lived in the Russian territory before Russia’s influence, but also who migrated to and settled in Russia long ago by historical reasons. Now, Russia is facing the task of scrutinizing and reviewing the domestic laws on the indigenous minority peoples in the area. They must consider the standards in related international rules and the reality of the peoples in the northern region.
