An Analysis of the USFK Relocation and the Self-Reliant Defense Policy in South Korea

Abstract
The US is proceeding with a relocation plan of the US Second Division Military Force at the south of the Han river. It shows that the primary USFK's role is changing from deterrence against North Korea to regional stabilizer in Northeast Asian region. But this changing role may damage the South Korea's political and diplomatic relationship with China, which is emerging as her major cooperation partner in Northeast Asia. And the Korean‘s participation in the US Missile Defense System would produce the same result. Also South Korea's changing status as a regional allied forces for the United States could cause a major problem for the South Korea's independent military operations and even the Korea-US joint command system could be destablized. In response of the US relocation plan, South Korea pursuing the large-scale military expenditure for its national defense program in the name of the Cooperative Self-Reliant Defense. This paper suggests a new paradigm for the Korean security, a concept something similar to the Japanese traditional defense policy, "Aimed to Purely Defense". It aims at the fundamental structural reform of the nation's defense strategy, including the cutdown of numerical number of soldiers and balanced development of army, navy, and air force.
