China's Economic Development and the Problems of Urban Unemployment

Abstract
This paper aims to analyze the problems of the China's unemployment after mid-1990 and the limits of the China government's unemployment policy. This paper begins by critical analysing "the rate of registered urban unemployment" which Ministry of Labor and Security of PRC has been publishing annually, the raw data of the figures of the urban employed and unemployed which are obtained by National Bureau of Statistics of China's 1‰ sample research begun from 1996, and some articles which analyzes the figures of the urban unemployed and the employed of 2000 population census of China. I think statistical judgment about China's current unemployment and employment which this paper critically reviews is not fundamentally flawed, because the figures of the unemployed and the employed are closed to ILO's standard. After analyzing the level of the rate of China' urban unemployment, the structure of China's unemployment and employment, the demographic characteristics of China's labor age population, and the changes of the index of employment elasticity, this paper points that China government's current development strategy and unemployment policy is not enough to resolve the problems of China's unemployment.
