대북 경제제재의 실효성 분석: 식량지원 중단을 중심으로

Analyzing the Effectiveness of Economic Sanctions against North Korea: Focus on Withholding of Food Aid

초록

2006년 1차 북한 핵실험으로 북핵문제가 발생한지 10년이 지났다. 총 다섯 차례의 핵실험을 단행한 북한에 대해, 국제사회는 UN 안보리 결의안을 통한 경제제재와 개별 국가들이 경제적 지원과 무역을 중단하는 방법으로 제재를 가하고 있다. 특히, 국제사회의 식량지원이 중단되면서 북한은 이전보다 더 심각한 식량난을 겪고 있는 것으로 파악된다. 이 연구는 식량지원 중단을 경제제재의 하나로 파악하고, 그 영향을 경제적 손실부과 단계와 정치적 행동변화 단계로 나누어 살펴본다. 또한, 식량수급면에서 상당한 손실을 입고 있음에도 불구하고 북한이 핵을 포기하지 않는 원인을 북한체제와 관련된 북한 주민들의 정치적 압력문제, 그리고 제재국과 북한의 관계와 관련된 북한 지도부의 비용-편익 계산을 분석함으로써 밝혀내고 있다.

Abstract

A decade has passed since North Korea's nuclear weapon program occurred which was because of its nuclear experiment in 2006. The international community has placed economic sanctions against North Korea which committed nuclear experiments for five times, through United Nations Security Council resolutions and individual countries have cut the economic support and trade. Especially, as food aid is withheld by the international community, it is assumed that North Korea is suffering from the food crisis. This article aims to look at the effects of food aid suspension as a tool of the economic sanctions in two stages; a stage where the international community imposed economic losses to North Korea and the other where North Korea changes its political strategy. Also, this paper finds reasons why North Korea does not yield possession of the nuclear weapons by analyzing the political pressure of North Korean civilians on its government, and the estimated cost-benefit between the countries who imposed sanctions against North Korea and North Korean leaders who are directly related to those countries.
