‘코로나19’ 관련 보건복지부 보도자료의 언론보도 활용에 관한 연구

본 연구에서는 보건복지부의 ‘코로나19’ 관련 보도자료가 어떤 내용으로 구성되었으며, 이것이 언론보도에 어떻게 활용되었는지 살펴보았다. 이를 위해 ‘코로나19’의 큰 전환점이나 국면이 되었다고 판단되는 주요 시점 5개를 선정하여 보도자료 56건과 이를 기사화한 언론보도 78건을 분석하였다. 분석결과, 보도자료는 정보제공형이 가장 많았다. 모든 보도자료는 기사체 형식으로 제공되었으며, 요약형 정보가 더해진 경우가 가장 많았다. 56건의 보도자료 가운데 24건이 언론보도에 활용되어 보도자료 활용률은 낮은 것으로 확인되었다. 언론보도의 헤드라인은 보도자료의 헤드라인을 재구성하거나 완전히 달랐고, 보도자료 본문도 단순 인용되는 경우보다는 인터뷰와 해설 등을 통해 재구성되었다. 언론보도에서 사용된 정보원은 보도자료에서 사용된 정보원보다 다양했다. 특히 보도자료와 달리 언론보도에서는 의료 전문가와 외국 기관 정보원도 등장했다. 보도자료 프레임에서는 정보 프레임과 설득 프레임이 주로 사용되었으나, 언론보도에서는 이외에도 갈등, 책임, 비판 프레임들이 다양하게 활용되었다. 이러한 결과에 비추어 볼 때, ‘코로나19’ 관련 보건복지부의 보도자료와 이를 활용한 언론보도는 그간의 연구결과와는 다르게 그 의존도가 높게 나타나지 않았음이 확인되었다.
Abstract
This study aims to analyze how the media use the press release related to COVID-19 issued by the Ministry of Health and Welfare in news reports. For this study, we selected five core issues, and 56 press releases and 78 media reports extracted. Most of the press releases were an information-provided type. All press releases were in the form of articles, and in most cases, supplementary information was added. Out of the 56 press releases, 24 were used for media coverage. It confirmed that the rate of use of press releases was low. The headlines of the press release were reorganized or used completely differently from the press release, and the body of the press release was also reorganized by adding interviews and commentary rather than simply cited. The news informants used in the articles were more diverse than those used in the press release. In particular, in media reports, unlike press releases, medical experts and foreign organizations appeared as news informants. In the press releases, the Information Frame and Persuasion Frame were mainly used. However, in the news reports, besides those frames, the Conflict Frame, Responsibility Frame, and Criticism Frame were utilized in various ways. Above all, those results showed that there was low dependence between press releases and media coverage, dealing with the COVID-19, unlike the results of previous studies.
