해양자원의 효율적 관리를 위한 법령 정비 방향

Abstract

Marine resources mean marine mineral resources, marine bio resources, marine energy, marine freshwater, fisheries, etc.Recently, significant needs have been felt for the exploitation and utilization of marine resources and undergone revolutionary changes over the past few decades. The development of the marine mineral resources is driven by growing states’ needs, which may be met by tuning to the sea for materials that are in short supply on land and can be recovered more economically from the sea, or are unique the sea.1982 UNCLOS established marine legal system to meet the demands and changed circumstances in the use of oceans, and granted the coastal state the sovereign rights to explore and exploit, conserve and manage the marine natural resources.In Korea, for the exploitation and management of marine resources, the Ministry of Marine Affairs and Fisheries, the Ministry of Commerce and Industry and Energy, the Ministry of Science and Technology have shared their works and responsibility. I will suggest better ideas on it as belows.First, establishing a new and detailed law on the exploitation and management of marine resources.Second, amending and improving of the EEZ law, a law on the marine scientific research activity, utilization of the marine bio resources.Third, making a new act on the utilization and exploitation of marine energy and marine freshwater.
