한국 원양산업에 관한 인식 및 포지셔닝 전략 분석

Abstract

The declaration of Exclusive Economic Zones by coastal states in the late 1970s has eroded the ‘traditional’ fishing areas of Korean distant-water fleets. Korea’s distant-water fishing industry has suffered since the 1990s from depletion of resources, high operating costs such as fuel and labor. In order to address these challenges Korea government and companies have made an effort to restructure distant-water fishing industry. The survey in this paper also shows that restructuring is the most preferred policy by Korea’s distant-water fishing company owners. Restructuring may help to reduce costs by reducing the number of boats fishing. However restructuring is not the only strategy for addressing the challenges facing Korea’s distant-water fishing industry. There are many other strategies as well, such as: reduce costs by improving transportation infrastructure and providing tax advantage, raise value by establishing quality standards and with more and better marketing. Korea government has pursued many policies to transform Korea’s distant-water fishing industry. This paper finds certain gaps against policy options between government and participants.This paper aims to diagnosis current crisis of Korea’s distant-water fishing industry and discern differences of relative policy priority among policy participants and find out how demographic factors relate to different distant-water fishing industry development strategies.These quantitative information can be usefully utilized to establish forecasting model for the price of fisheries and to estimate effect for the price stabilization polices of government.
