우리나라 해수욕장 중 50~70%는 백사장과 수역 등 자연환경 조건이 충족되지 않아 「해수욕장의 이용 및 관리에 관한 법률」에 따른 해수욕장으로 지정될 수 없다. 수질 기준은 해수욕장 중 70%가 충족하지만 그 비율은 폐장 후 55% 대로 감소한다. 편의시설(화장실[38%], 식수대[36%], 탈의실[55%], 샤워실[82%]), 안전시설(인명구조선 구명보트[6%], 구명보트[20%], 구명튜브[61%], 감시탑[69%], 물놀이구역부표[67%], 안전부표･경고판[84%]), 환경시설(오수･폐수 처리시설[31%], 수질오염방지시설[6%], 쓰레기집하･처리시설[37%])을 갖추지 못한 해수욕장도 많다. 이 연구는 조사 결과를 토대로 해수욕장 발전을 위한 세 가지 정책 방향을 제안했다. 첫째, 백사장 규모와 수심 등 자연적 조건은 주어진 것이고 바뀌기 어렵기 때문에 해수욕장 지정 기준을 개편할 필요가 있다. 둘째, 방문자 수와 입지 특성에 따라 해수욕장 이용·관리 방안의 등급을 분류할 필요가 있다. 셋째, 해수욕장 비수기의 관광활성화를 위해서는 지역 내 관광수요를 흡인하는 전략, 다양한 행사와 기업 마케팅을 유치하는 전략을 개발해야 할 것이다.
Abstract
50~70% of beaches in Korea cannot be designated as ‘swimming (permitted) beach’ according to the Act on the Management and Use of Swimming Beaches, due to their natural environment conditions such as sand and water areas. 70% of beaches met the criteria of water quality, but it dropped to 55% after closing the season. Not many of the beaches were equipped with the criteria for amenities (toilets [38%], water fountains [36%], changing rooms [55%], shower booths [82%] ), safety facilities (life boats [6%], rescue boats [20%], life jackets [61%], watch towers [69%], swimming area buoys [67%], warning buoys/notices [84%]), and environmental facilities (wastewater treatment facility [31%], water-pollution prevention facility [6%], waste management facility [37%] ). Based on the survey results, this study suggested ways to develop swimming beaches. First, the criteria for designated swimming beaches need to be revised since natural conditions such as widths of beach and depths of water areas are given, hardly changeable. Second, ways to use and manage swimming beaches need to be classified according to the number of visitors and locational characteristics. Third, in order to facilitate tourism activities during the off-season, it is necessary to develop strategies to embrace local tourism demands and to attract various events and corporate marketing.
