Abstract
Following the Fukushima nuclear disaster, Japan’s decision to discharge treated radioactive wastewater into the Pacific Ocean has intensified significant concerns regarding South Korea’s marine tourism. This study examines its impact by identifying consumer constraints to marine tourism participation and segmenting the market based on perceived risk factors. Data were collected from 400 Korean adults aged 19 and older via a panel survey with proportional quota sampling. Employing a two-step cluster analysis complemented by discriminant analysis, this study identified three consumer segments: “risk-sensitive,” “neutral,” and “multiply hindered.” The first two exhibited higher behavioral intention and policy acceptance, while the latter demonstrated low receptivity. Furthermore, significant inter-segment variations were observed in motivational factors and perceived psychological distance. These empirical insights provide evidence-based guidance for policymakers and practitioners to design targeted strategies for marine tourism recovery.
