LCC(저가항공: Low Cost Carrier)의 시장점유율은 대부분의 국가에서 확대되고 있다. 특히 지역통합에 따라 국가 간의 항공시장 장벽에 없어진 EU의 국제선 분야에서LCC의 성장은 눈부시다고 할 수 있다. 1987년에 시작한 EU의 항공자유화 정책은1997년에 모든 EU항공사들이 역내에서 어떠한 노선에도 제약 없이 자유롭게 취항하는권리(right of cabotage)를 부여받게 되면서 완결되었다. EU의 항공자유화 정책은 LCC 에 역내국가간 국제선 취항의 진입장벽을 낮추어, 2003년에 불과 14%를 차지하였던LCC의 유럽 역내 항공노선 좌석수용능력은 2011년 37%까지 확대되었다. 반면에 기존항공사들은 2003년 이후 좌석수용능력이 크게 변화하지 않았다. 경제통합이 가속화되고 있는 ASEAN에서도 비슷한 현상이 발생하고 있다. 2004년에 동남아시아에서 2500 만 명의 여객을 운송하던 LCC는 2억 명의 여객을 운송할 정도가 되었다. 이는 좌석수용능력이 8배가 확대된 것을 의미하는 것이다. 반면에 FSC는 2004년에 1억 8천만 명의 여객을 운송하였는데 2014년에는 2억 6천만 명의 여객을 운송하여, 2004년부터 2014년까지의 기간 중에 45%가 확대되는데 그쳤다. EU와 ASEAN과 같은 지역통합체의 항공자유화 정책으로 역내 항공시장에 큰 변화가 일어나고 있다. 한국정부는 이에 빠르게대응해야 한다.
Abstract
Market. In the European Union which has removed the market barrier in Aviation market, the LCC has achieved remarkable development. The Open Sky policy of the EU has been started from 1987. It has been complete with the right of cabotage for the EU carriers. It allows the EU carrier to build the air-route without the restriction. The Open Sky policy of the EU has removed the market barrier against LCCs and the LCC has covered 1/3 of the total passenger air-transport. In 2003, the share of LCC for the passenger transport was only 14% while this share was increased up to 37% in 2011. However, the capacity of passenger air-transport of FSC has not been changed since 2003. The similar trends are observed in the cases of the ASEAN which has accelerated its economic integration. In 2004, LCC has carried 25 million passengers and in 2014, it has carried 200 million passengers. However, the ASEAN’s FSC has carried 180 million passengers and in 2014, it has carried 260 million passenger. It means that the growth of the ASEAN’s LCC was remarkable in comparison with the ASEAN’s FSC. In the EU and ASEAN, the Open Sky policy has created the remarkable change of the aviation market. Korean government has to respond to this important change.
