이 연구의 목적은 유럽이라는 문명적 단위에서 도시가 가지는 정치적 의미를 거시 역사적으로 분석하는 것이다. 우리는 고대 그리스와 로마 문명에서 시작하여 중세의 자율공간으로서 도시를 거쳐, 근대 산업혁명 이후 민족국가의 도시까지 차례로 검토한다. 첫째, 고대 유럽에서 그리스 문명은 도시 국가라는 표현이 보여주듯이 도시를 중심으로 국가가 형성된 대표적인 경우였다. 달리 말해 유럽 문명의 출발점에는 도시라는 틀로 정치를 규정하는 모형이 존재했다. 도시와 정치를 연결하는 이런 기원적 성격은 향후 유럽 정치의 공간적 구조 형성에 결정적으로 기여한다. 둘째, 중세 유럽에서 도시는 지배적인 권력의 영향력에서 벗어나는 일종의 해방공간을 의미했다. 중세의 지배적인 권력이 왕실과 성을 중심으로 형성된 영토의 세력이었다면 도시는 이들의 지배에서 벗어난 예외적인 자율공간을 형성했다. 그리고 여기서 근대 정치의 원칙을 상당 부분 발견할 수 있다. 셋째, 근대에 들어와서 민족국가가 형성되면서 도시는 다시 권력의 중심으로 부상했다. 이는 고대에 발견할 수 있었던 도시 국가의 전체적 공간도 아니었고, 중세에 있었던 영토와 대립되는 부분적 공간도 아니었다. 민족의 영토라는 거대한 공간의 중심으로서 도시가 다시 정립되는 순간이었고 농촌과의 대립이 의미하듯이 산업공간이라는 경제적 정의가 부각되는 구조였다.
Abstract
This article proposes a macro-historical analysis of the political significance of cities in the European civilization. I begin to examine the Ancient Greek and Roman civilizations first, then I turn to the Middle Ages and the Modern times when national states emerge progressively. I will finally analyze the contemporary city after the Industrial Revolution. In Ancient Europe, the Greek civilization was based upon the political form of city-state, meaning that politics was defined in the spatial framework of cities. This original relationship will have lasting influence on the future structuration of European political space. In the Middles Ages, the constellation of cities formed a kind of freedom space relatively autonomous from violent territorial states. Many of the features of modern state can be traced to this city politics of autonomous units, with basic representative institutions and independent justice. With the emergence of modern national states, the role of cities was redefined; they were neither the city-states of the Greek civilization, nor a freedom space opposed to territorial states; rather, cities have become the centers of newly created national states, centers of both political-administrative apparatus and industrial organization, thus contrasting with countryside and agriculture.
