Abstract

France is a country with a high level of women's participation in economic activities and a high fertility rate. In Korea, the fertility rate has fallen as women's economic activity has increased. How France succeeded in both of these aspects was a basic concern in this paper. The answer was in French family policy. France has supported women through family policy so that they do not have to choose between work and child care, and so they have built a system that does not interfere with parenting even if they go to work. This policy has made France the country with a stable fertility rate and women's participation in economic activities. A variety of family allowances and childcare allowances are all based on these incentive policies. On the other hand, it is doubtful whether French women are burdened with such a dual burden. Parenting is still a part of women, and in fact, most of the parental daily allowances that are supposed to be by sick children are receiving this allowance, and when parents with 0-3 year old children are supported. These women receive this grant. Therefore, the female image that the French government sees is a working mother, a mother who nurtures it. According to the women's prize, women are responsible for childcare and have a dual burden of doing economic activities. This is reflected in the fact that when comparing the time of housework sharing in the home, the time for housework sharing by French men is very small. The time spent on housework is 3 hours 4 minutes a day for women but 48 minutes for men and 28 minutes for women and 9 minutes for women to care for children. In this sense, there are some gender roles in life. For this reason, most of the state's support for nursing is in the form of women receiving nursing care and state subsidies. This situation, of course, has contributed to the improvement of the fertility rate, but it can be seen that there is still a part to be corrected in the change of gender relations.
