최근 공공기관을 포함한 다양한 조직이 디지털 기술 기반으로 업무를 수행함에 따라, 디지털 증거 수집 및 분석을 위한 사전 대응 체계, 즉 포렌식 준비도의 중요성이 증가하고 있다. 특히 공공기관이나 정부기관은 정형화된 가이드라인의 부재로 인해 사고 발생 시 신뢰성 있는 증거 확보와 원인분석에 어려움을 겪는다. 본 연구는 영국 등 국내외 사례를 기반으로 공공기관에 적합한 포렌식 준비도 구축 가이드라인을 제안하고, 이를 국내 공공기관 3곳에 6개월간 적용하여 실효성을 검증하였다. 그 결과, 객관적인 대응 지표 확보, 증거 관리의 일관성, 자원 운용의 효율성 등 실무적 효과가 확인되었다. 본 연구는 정형화된 포렌식 준비도 가이드라인이 공공기관의 대응 역량을 체계화하고, 인적·물적·경제적 자원의 최적화를 가능하게 함을 시사한다.
Abstract
As public institutions increasingly rely on digital technologies for daily operations, the importance of digital forensic readiness has grown accordingly. Digital forensic readiness refers to the preemptive capability to collect, preserve, and analyze digital evidence effectively in the event of an incident. However, many public institutions lack standardized guidelines and structured response systems, which hinders timely and credible forensic processes. This study proposes a tailored set of guidelines for establishing digital forensic readiness in public institutions, drawing on best practices and benefits observed in international cases, including those from the United Kingdom. The proposed guidelines were applied to three public institutions in Korea over a six-month period to evaluate their practical effectiveness. The results demonstrate enhanced reliability in incident response, consistency in digital evidence management, and improved efficiency in resource utilization. This study suggests that formalizing and institutionalizing digital forensic readiness can significantly strengthen public institutions' forensic response capability and operational resilience.
