Abstract

This paper proposes a Bayesian network model for dynamic cyber threat assessment of ship systems. Maritime digital transformation has significantly expanded the cyber-attack surface of ship systems. Despite mandatory IACS UR E26/E27 cybersecurity requirements for new shipbuilding, access constraints and differences from shore-based systems expose limitations of existing risk assessment methodologies. This study introduces a novel dynamic threat assessment model integrating IACS UR E27-CIS-MITRE-STRIDE frameworks through Bayesian networks. The model integrates security controls via IACS UR E27-CIS benchmark mapping and identifies vulnerability cascading effects and attack pathways through MITRE ATT&CK-STRIDE model linkage. Experimental validation demonstrates effectiveness in probabilistically modeling system interdependencies and quantifying cascading effects, supporting ship cybersecurity decision-making in data-constrained environments.
