불법 IPTV(Internet Protocol Television)는 인터넷 프로토콜을 이용해 국내 방송을 해외로 무단 재전송하는 저작권 침해 범죄이다. 국내에서셋톱박스와 인코더 등을 이용해 영상 콘텐츠를 추출하고, 해외에서 송출 설비와 서버 등을 운영하여 콘텐츠를 전송한다. 콘텐츠를 무단으로 배포하는범죄행위가 해외에서 이루어지기 때문에 운영자 추적이 어렵고 국제공조 수사가 필요하다. 본 논문은 ISD(Illegal Streaming Device)의 통신 데이터에서 획득할 수 있는 운영자 추적 단서를 분석하고, 수사 시스템 설계 방안을 제시하고자 한다. ISD 분석은 수사사례를 기반으로 불법 IPTV 운영구조를 분석한 후 통신 데이터 분석 방법을 도출했다. ISD 3대에 설치된 애플리케이션의 네트워크 패킷을 분석하여 IP, 도메인, 통신 데이터 등운영자 추적 단서를 확인했다. 시스템은 ① IP 정보, ② 통신 데이터, ③ 통신 목적으로 추적 요소를 구분하고, 디지털포렌식 절차를 반영하여 ①수집, ② 전처리, ③ 분석, ④ 법 집행 모듈로 구성하였다. 본 연구를 통해 불법 IPTV 수사의 효율성을 제고하고 절차적 복잡함이 해소되길 바란다.
Abstract
Illegal IPTV(Internet Protocol Television) refers to the unauthorized retransmission of domestic broadcasts to foreign countries throughinternet protocols, constituting a crime of copyright infringement. In this process, video content is extracted using set-top boxes andencoders domestically, while transmission facilities and servers are operated abroad to distribute the content. Since the unauthorizeddistribution occurs abroad, tracking the operators is challenging, thereby requiring international cooperation for investigation. This studyanalyzes operator tracking clues that can be obtained from the communication data of ISD(Illegal Streaming Devices) and proposes adesign framework for an investigative system. The ISD analysis was conducted by examining investigative cases to comprehend theoperational structure of illegal IPTV services, followed by the development of communication data analysis methods. By analyzing networkpackets from applications installed on three ISDs, key tracking elements such as IP addresses, domains, and communication data wereidentified. The proposed system categorizes tracking elements into ① IP information, ② communication data, and ③ communicationpurposes. It incorporates digital forensic procedures and is composed of four modules: ① data collection, ② preprocessing, ③ analysis,and ④ law enforcement. This study seeks to enhance the efficiency of illegal IPTV investigations and alleviate procedural complexities.
