Abstract
This article is discussing the Korean eco-friendly food system in theEco-friendly Agriculture and Fishery Promotion, and Organic FoodsManagement and Support Act for the development of Korean organic foodsystem. Eco-friendly food system can be divided into two parts: productionand the labeling. There are two kinds of Korean eco-friendly foods. One isorganic foods, another is foods for whose production pesticides are notused. This article argues the latter should be excluded from the labels ofthe eco-friendly foods, since consumers could be confused betweeneco-friendly foods, the former, and the latter. When organic foods meansthe only eco-friendly foods, the management and support for the organicfoods become easier. The U.S. is hesitating to test the amount of genetically modifiedorganisms(GMO) and pesticide residue, saying that it makes organic foodsto be based on the product quality. GMO is described as “excludedmethods” in the “Organic Foods Production Act”. The duty to test them inKorea should be made necessary by the act, not by the regulation. The duty to use the organic seeds in Korea is more relaxed than in U.S. The permitted and prohibited substances in organic production have tobecome more specific in Korea. In the conclusion, this article argues that “The Organic Foods ProductionSupport Act” which is independent from Eco-friendly Agriculture andFishery Promotion, and Organic Foods Management and Support Act, and covers exclusively the comprehensive parts of organic foods production inKorea.
