Abstract
The Korean government system is Presidential System with parliamentary elements and two executive system elements. The Prime Minister belongs to the other two systems in the Korean Presidential System. Therefore, the Prime Minister Leading Cabinet System or the Presidential System of Decentralization is available on Korean Constitution by strengthening the parliamentary elements more than presidential system elements. The problem, during that time, is that the Prime Minister is totally under the control of the President. For example, the Prime Minister, Lee, Whoi-Chang was resigned because his direction power on the executive ministers was controled excessively by the President Kim, Young-Sam, in the civilian government. However, in the second cabinet of the participation government leading by the Prime Minister Lee, He-Chan. who has a reforming character and positive in this point, the Prime Minister Leading Cabinet System or the Presidential System of Decentralization is into the experimental stage. In order that these governmental management styles continue to develop without ending in failure, it is needed to be institutionalized. One of the institutionalization devices is that the Prime Minister's Recommendation and Direction Power on the Executive Ministers is to be strengthened more than before such as The President shall not appoint a member of the State Council without the Prime Minister's Recommendation as a general rule.
