Abstract

The disabled person is any person who is unable to ensure by himself or herself wholly or partly the necessities of a normal individual and/or social life, as a result of a deficiency, either congenital or not, in his or her physical or mental capabilities(from 'Declaration on the Rights of Disabled Persons' in 1975). In Korea the legal definition of the word disability seemingly is similar to that but actually is restricted. The right to vocational rehabilitation means the right to affirmative action on the occupational life of disabled person in order to become independent by oneself. Vocational rehabilitation is a very important process in the course of rehabilitation of disabled persons. During the rehabilitation, disabled persons are moved through a production process in which value is added at different stages to the individuals. The ultimate goal of vocational rehabilitation for people with disabilities is to participate in society perfectly through work life. The 'Promotion of Employment and Vocational Rehabilitation of Disabled Persons Act' prescribes definition of vocationally severe disability. But the concept of definition does'nt include substantial meaning. This study is to search the substantial concept of vocationally severe disability. In order to prescribe definition with real meaning, it is needed the vocational ability evaluation measure as substantial standard instrument.
