중국 대도시에서의 국가-사회관계의 역동성과 다양성

초록

본 논문은 베이징, 상하이, 광저우 등 중국 대도시의 사례 분석을 통하여 개혁 시기 중국의 국가-사회관계의 역동성과 다양성을 밝히는 것을 목적으로 한다. 그것을 위해 국가 내부, 국가와 사회, 국가와 기업, 국가와 시장의 관계를 각각 성급 도시의 정치적 위상 변화, 지방의회와 사회단체, 국유기업 개혁, 부동산 정책 등을 중심으로 살펴보았다. 국가-사회관계는 도시별, 분야별로 다양성을 나타내고 있다. 베이징, 상하이, 광둥을 비교할 때, 기업, 시장의 힘의 정도와 증가 속도는 예상대로 광둥, 상하이, 베이징의 순서로 진행되고 있었다. 지방의 정치적 힘은 상하이, 베이징, 광둥의 순서로 성장하였으며, 연해지역에서 사회단체의 자율성은 유사한 모습으로 발전하고 있다.

Abstract

This paper aims at explaining the dynamics and diversity of state-society relations in Chinese Big Cities during the reform era. For that purposes, we observe the central-local and provincial-level big cities intra relations, the relations of the local-legislatives and the social associations, the relations of the state and enterprises, and the relations of the state and market. The state-society relations show diversities according to the cities and spheres. The powers of the market and enterprises are increasing fastest in Guangdong, next in Shanghai, and late in Beijing. But the political powers of the local governments have been increased in Shanghai, Beijing, and Guangdong's orders, and the increase of the social associations' autonomies are no differences.
