2008년 미국의 금융위기와 금융자본의 재편

초록

무엇보다도 분명한 것은 지난 20∼30년 이래 급속히 그 권력을 확대·강화해 왔던 새로운 월가 금융시스템이 이번 위기의 중심에 있다는 사실이다. 이런 면에서 이번 미국의 금융위기는 21세기 새로운 금융자본주의＝금융주도경제의 위기이자 금융권력의 위기이기도 하다. 미국의 재무부나 연준(FRB), 연방예금보험공사(FDIC)가 부실 금융기관의 구제를 위해 투입한 공적 자금과 긴급금융 지원규모를 보면 미국의 정부 당국이 이번 금융위기에 대해 얼마나 총력을 기울여 대처하고 있는지를 알 수 있다. 사활을 건 전방위 총력 지원체제가 가동되고 있다고 해도 과언이 아닐 것이다. 본 연구에서는 금융위기 전개과정에서 치명적인 타격을 받은 미국의 금융자본 특히 21세기 로벌 금융의 중핵에 위치한 미국의 거대복합금융기관(LCFIs: Large and Complex Financial Institutions) 내지 메가 뱅크들이 금융위기에 대해 어떤 구조조정과 회생전략을 추진하고 있는지를 살펴볼 것이다. 미국의 5대 투자은행 이외에도 시티그룹(Citigroup)과 같은 거대 상업은행의 축소구조조정을 통한 자기강화 전략도 아울러 추적할 것이다.

Abstract

It is evident that finance capital in the U.S, including major investment banks, is at the centre of the financial crisis of 2008 in the U.S. Actually many investment banks in the Wall-Street, representing the finance capital in the U.S have strengthened their powers for the last three decades. It is quite surprising that major investment banks has disappeared suddenly in the wake of the subprime crisis. Now they are under the process of restructuring. This study is devoted to explore the transforming process of the major investment banks. The provisional results of this process are epitomized as follows: the transformation of investment banks into commercial bank holdings companies, the bankruptcy of investment banks, the commercial bank holdings companies’ purchases of investment banks. Finally, it analyses the accumulation strategies of investment banks, as well as the weakness and riskiness of these strategies.
