탈추격 시대 혁신 성장 정책의 방향성 모색

이 글은 한국 사회가 안정적인 혁신과 성장 기반을 확보하기 위해서는 한국 사회 내외부적 여건 변화에 따른 변화된 환경에 효과적으로 대응해야 함에도 불구하고 세계적으로 유례없는 압축적인 성장에 성공한 역사가 남긴 유산이 질곡으로 작용하고 있다는 점에 주목한다. 이러한 상황에서 이 글은 새로운 방식을 본격적으로 확산시키기 위한 정책적 이니셔티브에 주목하며, 기존의 혁신 이론을 활용하여 새롭게 변화한 환경에 걸맞게 효과성을 제고할 수 있는 혁신 성장 정책의 방향성을 모색한다. 혁신 성장 정책의 정책 여건의 핵심 요소라고 할 수 있는 기업 간 관계 특히, 위계적 기업 간 관계의 압도적 영향을 감안한 상태에서, 원활하기 공존하기 어려운 과제인 추격 과제와 탈추격 과제를 동시에 수행해야 하는 시대적 요구에 대응하기 위한 정책 방안으로 추격 분야를 담당하는 정책과 탈추격 분야를 담당하는 정책을 분리하면서도 통합적 리더십을 발휘하는 양손잡이 정책 프레임워크(ambidextrous policy framework)를 제시한다.
Abstract
This paper tries to present the way to enhance the effectiveness of innovative growth policy, focusing on the point that the successful growth history of Korea and its legacy can function as an obstacles to secure a sustainable innovation and growth base. Identifying the relationships between firms, particularly the hierarchical ones exerting dominant influences over firms’ action as the essential policy environment, this paper gives a recommendation that it is necessary to have an ambidextrous policy framework dividing policies focusing on catch-up challenges and ones focusing on post catch-up challenges under the unified policy leadership.
