농촌마을종합개발사업의 체험시설 활용실태에 관한 연구

본 연구는 건축계획학적인 관점에서 농촌마을종합개발사업으로 새롭게 구축된 체험시설의 공간구성과 활용실태를 조사하여, 문제점을 파악하고 개선방안을 제언하는 것에 그 목적이 있다. 연구는 2012년 준공된 권역 중 경기도 (5개 권역)과 강원도 (7개 권역)의 체험시설을 중심으로 시설의 운영현황, 운영주체, 운영조직 및 관리, 운영수익 등을 분석하여 다음과 같은 결과를 얻었다. 첫째, 현재 준공된 체험시설은 <상시개방>을 원칙으로 하고 있으나 약50%가 <폐쇄>되어 있다. 특히 체험시설의 용도가 단일 목적으로 한정된 시설이 다목적시설의 경우보다 폐쇄경향이 높다. 또한 권역 주민과 운영위원회와의 갈등은 시설의 <폐쇄>에 직결되는 주요 요소이다. 둘째, 체험시설의 운영주체 또는 운영조직은 권역공동사업단이 운영하는 <권역공동>이 일반적이지만, 그렇다고 하여 시설 운영의 <상시개방>으로 연결되지는 않는다. 비록 운영조직이 불명확하더라도 적극적으로 운영하려는 의지를 갖은 주민이 존재하거나 운영능력을 갖고 있는 단체 또는 전문가에 위탁운영하는 것도 검토할 필요가 있다. 셋째, 운영수익에 대한 기대와 노력이 체험시설의 <상시개방>으로 연결된다. 또한, 사업 중간 또는 종료 후에도 운영방법에 대한 현실적인 검토가 빠른 궤도 수정을 유도하기도 하여 <상시개방>으로 연결되기도 한다는 것을 알 수 있다. 그러나 운영수익만을 고려하여 체험시설을 단순히 식당이나 펜션과 같은 시설로 바꾸는 것은 시설을 구축한 본래의 취지를 크게 벗어난 행위임으로 바람직하지 않은 것으로 판단된다. 주민스스로 권역의 특성에 맞는 다양한 체험프로그램을 개발하여 체험시설을 활용할 수 있도록 역량을 강화해야 할 것으로 사료된다.
Abstract
This study examines experience facilities newly built by rural community development projects from architectural planning perspective space composition and operating conditions, the problems, and how to improve thing measures suggested in the meaning. So the area by integrated development project which was completed in 2012 in the 12 areas of experience facilities and case, building management present situation and management of organization and management, operating profit was discussed. As a result the obtained research results. At first, turned out approximately 50% to 'closed' status, but has now completed facilities 'always open' principles. Also, found might experience facilities usage is limited to single-purpose tend more multipurpose facility closure. The experience facility operator or organisation operated in joint mission area "area joint' General is, hence the facility management 'always open' is not. Governing body indefinitely stay residents have been willing to even have the aggressiveness and trying to run or how problem solving to arrive even better steering ability of external bodies entrusted to. With expectations of operating profit in the last effort of experience is also possible to 'always open'. However, pursuing only operating profit and experience facility simply change in the dining hall or suspension is undesirable. The need to strengthen competence can develop a diverse experience program utilizing the characteristic of the inhabitants themselves travellers.
