Abstract
Using representative data from a finance panel survey conducted by Korean Institute of Public Finance, we explore the impact of Korean taxpayers’diverse tax situations on their perceived tax equity. In particular, the study attempts to discover Korean taxpayers’economic traits such as income, expenditure, income volatility, expenditure volatility, income source that influence their perceptions regarding horizontal and exchange tax equity. The regression results reveal that higher level of household expenditure, higher income volatility, and lower expenditure volatility have a negative effect on horizontal tax equity. Moreover, taxpayers with higher level of labor income, busineness in come, with less expenditure on education or charitable contribution, with more expenditure on healthcare or unemployment insurance are more likely to have negative perceptions with respect to horizontal as well as exchange tax equity. We find that traditional demographic variables such as age, gender, education, marital status have no statistically significant impact on the equity perceptions once taking the diversity in economic traits into consideration. The study contributes to the literature by shedding new lights on the determinants of equity perceptions towards the current Korean tax system.
