COVID－19와 공공의료여부가 의료기관 수익성에 미치는 영향

초록

[연구목적] 전세계적인 감염병이 끊임없이 계속되는 현실에서 감염병의 확산을 막고 국민의 생명을 지키는 의료기관의 중요성은 더욱 커지고 있다. 대한민국은 코로나19 경험을 통해 확진자 수의 급격한 증가, 치료병상의 부족 문제를 겪었다. 확진자에대한 신속하고 적절한 치료와 의료기관의 지속가능한 운영을 위해 정부의 재정지원제도 개선 필요성이 증대하였다. [연구방법] 본 논문은 코로나19 감염병이라는 사회․경제적으로 큰 영향을 미치는사건이 의료기관의 수익성에 미치는 영향과 감염병에 대처해야 하는 의료기관이 설립형태에 따라 수익성에 차이가 있다는 점에 주목한다. 또한 정부의 손실보상금이 수익성 지표에 차별적인 영향이 있는지 연구한다. [연구결과] 첫째, 코로나 발생 전 대비 발생 후 총자산 대비 의료수익(operating Return on Assets)과 의료수익 대비 의료이익(operating income to revenues)이 감소하였다. 이는 의료소비자가 코로나19의 영향으로 의료법인 이용률이 감소하여 의료법인의 수익성이 악화된 것으로 추론된다. 둘째, 동일한 지표로 민간의료법인보다 공공의료법인의 수익성이 낮게 나타났다. 이는 공공의료법인의 경영효율성이 민간법인보다낮거나 공공의료법인이 수행하는 공익적 의료활동의 결과로 추론된다. 셋째, 코로나19 전 공공의료법인과 민간의료법인 간 수익성 차이보다 코로나19 시기 두 집단 간수익성 차이가 크게 나타났다. 반면, 의료수익 대비 순이익(net income to revenues) 은 앞선 지표와 달리 반대의 결과가 나타났는데, 이는 정부의 코로나19 손실보상금지원이 미친 영향으로 해석된다. [연구의 시사점] 본 연구는 일정 규모 이상의 의료법인을 대상으로 코로나19와 공공의료 여부가 수익성에 미치는 영향을 살펴본 연구로서 의미가 있을 것이다. 또한코로나19와 공공의료 여부가 의료법인 수익성 측정치에 따라 차별적인 영향을 미친다는 결과를 제시하였다는 점에서 의의가 있다.

Abstract

[Purpose] In a reality where infectious diseases continue to spread around the world, the importance of medical institutions that prevent the spread of infectious diseases and protect the lives of the people is growing. Through the experience of COVID－19, the problem of rapid increase in the number of confirmed cases and lack of treatment beds still exists. In order to provide rapid and appropriate treatment to confirmed cases while maintaining treatment for general patients, efficient operation of medical institutions is essential. [Methodology] This paper focuses on the impact of the COVID－19 pandemic, a major social and economic event, on the profitability of medical institutions and the differences in profitability depending on the type of establishment of medical institutions that must respond to infectious diseases. It also investigates the impact of government financial support on some of the profitability indicators. [Findings] OROA(operating Return on Assets) and OIR(operating income to revenues) were significantly lower during the COVID－19 period than before. In addition, the profitability index of public medical institutions was significantly lower than that of private medical institutions. On the other hand, NIR(net income to revenues) was significantly higher during the COVID－19 period than before the outbreak of COVID－19, and the profitability of public medical institutions was higher than that of private medical institutions. In addition, the difference between the two groups during the COVID－19 period was significantly lower than the difference in OROA and OIR between the two groups before the outbreak of COVID－19. The opposite result was shown for NIR. [Implications] This means that public medical institutions that deal with infectious diseases such as COVID－19 have played a leading role compared to private medical institutions. Designing an appropriate level of compensation system in return for public medical services such as dealing with infectious diseases contributes to maintaining the sustainability of public medical institutions
