네덜란드 연방공화국 출범(1588)을 통해 전망하는 통일 한반도의 미래

본 논문은 한반도와 지정학적, 역사적으로 유사한 네덜란드의 연방공화국출범의 역사를 연구하여 한반도 통일의 방향을 찾는다. 네덜란드는 16세기 종교개혁 시대에 신앙적 각성에서 시작해서 민족적 문제 제기로 이어져 독립 전쟁까지 나가게 되었다. 그 과정에서 네덜란드 남부는 친스페인-가톨릭 중심의아트레크트 동맹을 맺게 되었지만, 북부 네덜란드 지역은 우트레크트 연합을결성(1579)하여 개혁주의 신앙을 추구하면서도 개인의 신앙의 자유를 보장하려고 했다. 이 사례는 개인의 신앙의 자유를 보장할 것을 법제화한 최초의 경우가 되었다. 이후 스페인과의 종교적 정치적 갈등이 점증하면서 네덜란드는각 주의 의회가 통치 권력을 갖는 7개주의 연방공화국을 수립했다(1588). 이연방공화국은 홀란드 주를 중심으로 대서양 무역으로 급격하게 번성하였다. 이후 17세기에 네덜란드는 동인도회사를 세워 강력한 해양 상업국가로 성장했다. 네덜란드 연방공화국은 지역주의와 전국주의의 갈등이 아르미니우스 논쟁과 결합되어 신학적, 정치적, 경제적 사회적 분열이 극심했으나 도르트 총회(1618-19)로 신학적 일치를 이루며 국가적 연합으로 발전하게 되었다. 네덜란드 연방공화국의 출범과 발전의 역사는 한반도 통일에 중요한 방향을 제시한다. 첫째로 신앙적 각성이 네덜란드인들의 민족의식을 일깨웠던 것처럼, 한국교회도 한국인들이 통일에 관심을 갖도록 해야한다. 둘째로 네덜란드 연방공화국이 신앙을 통해 평화의 길을 추구했는데 한반도에서도 교회가 평화의메신저가 되어야 한다. 셋째로 네덜란드연방공화국이 신앙의 자유를 보호했던것과 마찬가지로 통일 한반도에서도 신앙의 자유가 보장되어야 한다. 넷째로통일의 길은 국제 관계 속에서 고려되어야 하지만, 무엇보다 남북한 자체의 노력이 가장 중요하며 탈북민과 디아스포라 한국인들도 능동적으로 참여해야 한다. 다섯째로 네덜란드연방공화국 내의 사회적 갈등의 해소는 신앙적 일치에서부터 시작되었다. 그와 같이 한국 사회가 양극화와 분열을 극복하는 길도 성경적 신앙으로 연합하는 것에서 출발한다. 마지막 여섯째로 통일 한반도는 21 세기 국제 세력의 중개자로서 경제와 문화의 글로벌 허브가 되어야 할 것이며, 그 기반 위에서 한국교회는 세계교회사적 의미에서 하나님 나라의 사명을 다해야 할 것이다.
Abstract
This article studies the history of the establishment of the Republic of the United Netherlands(1588), which is geographically and historically similar to the Korean Peninsula, and finds the direction of the reunification of the Korean Peninsula. The Netherlands began with religious awakening during the 16th century Reformation era, leading to national issues, and even the War of Independence. In the process the Netherlands was divided into the two blocks, south and north. As religious and political conflicts with Spain increased, the Republic of the Seven United Netherlands was established, in which the parliament of each province had the ruling power (1588). In the Federal Republic of the Netherlands, the conflict between regionalism and nationalism was combined with the Arminian debate and the theological, political, economic and social divisions were severe. However, in the 17th century, based on the theological unity(Synod of Dort, 1618-19), this United Netherlands flourished with Atlantic trade, and became the global hub. The history of the establishment and development of the Republic of the United Netherlands presents an important direction for the reunification of the Korean Peninsula. First, just as the religious awakening aroused the national consciousness of the Netherlands, the Korean church should also stimulated the Korean people to have the great interest in the reunification of Korea. Second, just as the Republic of the United Netherlands pursued a peaceful way through freedom of faith, the church on the Korean Peninsula should be a messenger of peace. Third, just as the Dutch Republic protected freedom of faith, the road to a unified Korean peninsula should also be a way to guarantee freedom of faith. Fourthly, the efforts of the two Koreas themselves are the most important for the road to reunification, and North Korean defectors and diaspora Koreans should also actively participate. Fifth, just as social conflicts in the United Republic of the Netherlands could be resolved through theological unity, the unity of Korean society must also be resolved through the truthful and harmonious ministry of the Korean church. Lastly, the unified Korean peninsula should become a global hub of economy and culture as an intermediary for international forces in the 21st century.
