초록

Biosecurity is a fundamental strategy for ensuring the sustainability and safety of aquaculture. International standards, promoted by organizations such as WOAH and FAO, have been adopted by countries including Norway and Chile, which have contextualized them within their respective regu- latory and operational frameworks. This study defines the concept of biosecurity in aquaculture and examines international case studies to propose practical strategies for strengthening Korea’s biosecurity system, including the development of standardized protocols. To effectively localize global standards, we must establish species- and region-specific protocols that align with local industry practices. A phased pilot program targeting major species and production regions is recommended, along with the development of region- and species-specific models combining online and on-site education. The integration of digital technologies is essential for enhancing disease surveillance, traceability, and data sharing through platform-based systems. Moreover, the adaptation of smart technologies to traditional farming environments can improve on-site implementation. Biosecurity measures should be aligned with international certification and management frameworks, supported by stakeholder engagement and effective governance. Further research is needed to assess cost-effectiveness and stakeholder per- ceptions, thereby providing an evidence base for policy formulation and implementation.
